Cabinet Division warns govt employees against lobbying over service matters

The Cabinet Division has warned government employees against seeking intervention in service-related matters through other individuals, saying those found involved in such lobbying will face departmental action.

It has also asked ministries, divisions, offices and organisations under their control to ensure compliance with the relevant conduct rules, according to a circular signed by Tania Afroze, deputy secretary, on Thursday.

It said the authorities had recently observed that individuals were approaching officials at different levels on behalf of some government employees to lobby for various service-related matters.

Such lobbying is a clear violation of Rule 20 of the Government Servants (Conduct) Rules, 1979, and constitutes misconduct under Rule 2(b) of the Government Servants (Discipline and Appeal) Rules, 2018, it said.

“If a government employee seeks undue intervention in any service-related matter through another person, departmental action will be taken against them under the Government Servants (Discipline and Appeal) Rules, 2018,” it said.

The authorities concerned have also been instructed to preserve details of any such lobbying in a dossier.

Government employees may, however, submit applications on service-related matters to their concerned ministry, division or authority through the proper channel.

The concerned ministry, division or authority must dispose of such applications with proper justification within a maximum of one month, the Cabinet Division said.

The Cabinet Division also asked the relevant authorities to issue instructions to the offices and organisations under their control.
