Meanwhile, the All Assam Students Union has given a call for a 24-hour statewide bandh on November 17 on the same issue.
Another militant outfit National Democratic Front of Bodoland (NDFB) has also condemned the attacks and called for an immediate halt to such actions.
In a joint statement to the local media in Guwahati on Friday, the ULFA and NDFB have warned of consequences that would have "far reaching repercussions" throughout the region if innocent passengers continued to be attacked in Bihar.
Both the Bihar government and the central government would be responsible for such repercussions, he warned.
Baruah also warned that stern action would be taken for the attack on women during the attacks in Bihar.
Meanwhile, heavy security arrangements have been made in the state in view of the bandh and the warnings issued by the insurgents.
Several Assamese passengers were assaulted in the past few days by students in Katihar, Jamalpur and Kishangunj stations of Bihar for allegedly preventing Bihari students from appearing in a Railway recruitment test at Maligaon in Assam on November 9.
Enraged by the attack on the Northeastern train passengers in Bihar, the AASU has called the bandh demanding security to railway passengers from the region and hundred per cent reservation to job-seekers from the region for grade III and IV posts in central and semi-central offices.
The AASU also demanded the resignation of Railway Minister Nitish Kumar for his "provocative statements" which had allegedly triggered the attacks on the people from the Northeast in Bihar.
AASU advisor Dr Samujjal Bhattacharya appealed to the people of the state to register their protests against the spate of attacks on the people of the region in Bihar.
Bhattacharya also demanded that the jurisdiction of the N-F Railway be restricted to the N-E states so that there was no undue pressure from outside job seekers.
Preference to locals through the employment exchanges here was another suggestion of the AASU as the Centre was committed to treat the Northeast region as a special region for its development.
The AASU, which spearheaded the Anti-foreigners movement in Assam paralysing life for six years since 1979, warned that the people of the region would not tolerate the attacks and they would not be responsible for any consequences
"Each and every attack on the passengers of the region will be retaliated at the time of visits of union ministers to the state", they warned.
